Terra Linda Development is a development services company that works with clients through the full life cycle of a development project—from acquisition, entitlements, construction, property management, and sales. Our vast experience with regional politics, city planning, and presence in the community, makes it possible for us to take on challenging projects and seamlessly move them forward.

Terra Linda Development partners with its clients to provide customized solutions to acquire, manage, create value and dispose of real estate assets for the highest possible return. We specialize in developing customized solutions for problem and distressed properties so that they become positive assets for lenders or asset managers. Our clients consist of real estate developers, private lenders, investors, and owners seeking to maximize their return on investments with cost-effective project management and execution, or who need assistance in completing a development project.

Carlos Plazola, President

Carlos Plazola, President and founder of Terra Linda Development, oversees all aspects of the company’s business.  His strength lies in evaluating the performance of assets and determining the best course of action to enhance their overall value. He appreciates challenging projects and is consistently able to move stalled, or distressed projects through the development process. Carlos’ development interests also lie in smart growth and urban infill projects.  As a certified green building professional, he has found cost-effective ways to integrate green practices and principles into development projects, including value-add and distressed assets.

Prior to starting Terra Linda Development, Carlos spent almost seven years working for Oakland’s former City Council President as his Chief-of-Staff and his principal advisor on economic development issues. This experience has given Carlos a unique perspective on the inner workings of city government and the building and permitting processes required by the city. While working in politics and government, Carlos was also busy developing his own properties and investing in Oakland.

Carlos holds a Bachelors of Science degree in Anthropology and Biology from UCLA, and a Master's Degree in Environmental Science from Yale University. He also has over fifteen years experience in community organizing, working in urban areas in the East Coast, the US/Mexico Border, San Jose, CA, and in Oakland, CA. Carlos’ blend of talents and interest gives Terra Linda a unique approach to development that brings together his passion for the land, for people, and for building great projects.

Carlos is the Chair of the Board and a founding member of the Oakland Builders Alliance, has served as Vice Chair of OAK PAC, which is the political arm of the Oakland Metropolitan Chamber of Commerce, and is a member of the board of Redwood Day School, and independent school in Oakland.


Laura Blair, Attorney/BrokerLaura Blair, Senior Entitlements Specialist

Laura Blair is the Senior Entitlements Specialist for Terra Linda. Laura’s strong land use analyses and working knowledge of city land use laws and regulations provides our clients with an added layer of certainty for their development projects.

Prior to joining Terra Linda, Laura worked for the City of Oakland as a Deputy City Attorney and as a member of the public law project, Neighborhood Law Corps. Laura practiced litigation in state and federal court with an emphasis on land use and real property actions. She is also an experienced community organizer, working with neighbors and residents to improve their neighborhoods.



Debbie Molina, Development Associate

Debbie Molina is a Development Associate for Terra Linda, having joined the company in June 2009. Debbie is responsible for project management and support for mixed-use, residential, and distressed asset projects.

Prior to joining Terra Linda, Debbie provided project management and coordination for residential construction projects and renovations of single family residences on the San Francisco peninsula.

Debbie graduated from the University of California, School of Law, Boalt Hall in 2005.

Monica Plazola, the Operations and Finance Director for Terra Linda, has over 12 years of financial management, risk management, strategic development, administration, and human resources experience.

Prior to Terra Linda, Monica worked as an independent consultant providing business development consultation, financial management, and start-up support to various small businesses in the building trades. Monica has also worked in the non-profit sector, providing financial management and operational expertise to organizations working in low-income communities.

Monica earned a Bachelors of Arts Degree in Psychology from Stanford University. She serves on the board of several non-profit organizations and provides ongoing consulting services to various for and non-profit businesses.
